Provincial Laws & Regulations

Compliance, Safety & Accountability at WastePro

Waste disposal in Ontario is a regulated industry – and that’s a good thing. The laws governing how waste is collected, transported, and disposed of exist to protect communities, properties, the natural environment, and the businesses and individuals who generate waste. WastePro takes those obligations seriously, not because we have to, but because operating a compliant, accountable business is the only way we know how to operate. If you’re a commercial customer evaluating a waste disposal partner, this page is for you.

Why Compliance Matters to Your Business

When a commercial operation, property manager, contractor, or institutional facility contracts a waste disposal company, they are entrusting that company with material that carries legal liability. Waste that is collected, transported, or disposed of improperly doesn’t just create problems for the hauler – it can create problems for the customer. A company that cuts corners on compliance is a liability, not a service provider.

WastePro is a fully licensed and insured waste hauler operating under the requirements of Ontario’s provincial waste regulations. We operate registered vehicles, dispose of waste at licensed facilities, and carry the insurance coverage required to operate commercially in Ontario.

When you work with WastePro, you’re working with a company that will still be here next month, next year, and on every job after this one – because we run our business the right way.

How WastePro Operates Within Ontario’s Regulatory Framework

Ontario’s waste management regulatory environment is governed primarily by the Environmental Protection Act and its associated regulations. Here is how WastePro’s day-to-day operations align with the key requirements:

Licensed waste hauling. WastePro operates under the applicable licensing requirements for waste collection and transportation in Ontario. Our vehicles are registered and maintained in compliance with MTO standards, and our loads are transported within legal road weight limits at all times.

Approved disposal facilities. All waste collected by WastePro is delivered to licensed, approved disposal and recycling facilities. We do not dispose of waste at unlicensed sites. Mixed waste goes to licensed general waste facilities. Solid heavy materials go to certified recycling and processing facilities. Scrap metal goes to licensed scrap processors.

Hazardous material refusal. WastePro does not accept hazardous waste – paint, solvents, oils, chemicals, asbestos, propane, or contaminated soil – in any bin. This policy protects our customers, our drivers, and the facilities we work with. It is also a legal requirement, and we enforce it without exception.

Weight compliance. Every load we move is managed with MTO road weight limits in mind. This is why solid heavy waste – concrete, asphalt, gravel – is restricted to our 5 and 14-yard bins. Overweight loads are not a legal option, and we don’t offer them as one.

Customer protection. Our driveway protection pads, clear pricing, and no-surprise invoicing aren’t just good service – they reflect the kind of professional accountability that regulated businesses are expected to uphold.

Ontario Waste Regulations – Reference

The following provincial legislation and regulations govern waste management activities in Ontario. WastePro operates in full alignment with these requirements.

There are several key laws in Ontario related to waste and recycling. These laws include:

1. R.R.O. 1990, Regulation 347 – General Waste Regulation Ontario’s primary regulation governing the management of waste, including collection, storage, transportation, and disposal of municipal, industrial, and hazardous waste. View Regulation 347

2. Environmental Protection Act (EPA) The foundational provincial statute for environmental protection in Ontario – covering pollution, waste management, and the protection of the natural environment. View the Environmental Protection Act

3. Waste Audits and Waste Reduction Work Plans – O. Reg. 102/94 Requires industrial, commercial, and institutional (ICI) facilities to conduct waste audits and develop waste reduction plans. Relevant to commercial and institutional customers managing their own waste obligations. View O. Reg. 102/94

4. Source Separation Programs – O. Reg. 103/94 Governs source separation requirements for industrial, commercial, and institutional companies in Ontario — establishing requirements for separating recyclables from general waste at the source. View O. Reg. 103/94

Ministry of Transportation Ontario (MTO) – Vehicle & Transport Compliance

Operating commercial vehicles in Ontario means complying with a separate layer of MTO regulations under the Highway Traffic Act. For a waste hauler like WastePro, these requirements govern how our trucks are registered, maintained, operated, and loaded — every day, on every job.

1. Highway Traffic Act (HTA) – Parts VII and VIII Ontario’s primary legislation governing vehicle operation on public roads. Parts VII and VIII cover vehicle weights, dimensions, permits, and equipment standards for commercial vehicles. WastePro operates all vehicles in full compliance with HTA requirements. View the Highway Traffic Act

2. HTA Regulation 413/05 – Vehicle Weights and Dimensions (SPIF) The core MTO regulation governing weight and dimension limits for heavy-duty commercial vehicles in Ontario. This regulation introduced the Safe, Productive and Infrastructure-Friendly (SPIF) vehicle standards – designed to protect roads, bridges, and infrastructure while maintaining operational efficiency. WastePro operates SPIF-compliant vehicles and manages every load in accordance with the axle weight and gross vehicle weight limits set out in this regulation.

This is the regulation that directly governs why solid heavy waste – concrete, asphalt, gravel – is restricted to our 5 and 14-yard bins. Larger bins filled with dense material would exceed legal axle weight limits and cannot be safely or legally transported. We don’t offer what the law doesn’t permit. View Regulation 413/05

3. Commercial Vehicle Operator’s Registration (CVOR) All commercial vehicles operating in Ontario with a registered gross weight over 4,500 kg are required to hold a valid CVOR certificate issued by the MTO. The CVOR system tracks safety performance across an operator’s fleet – including collisions, convictions, inspections, and defects – and holds operators accountable for their drivers’ conduct on Ontario roads. WastePro maintains an active CVOR in good standing.

4. Annual Safety Inspections Commercial vehicles over 4,500 kg are required to undergo annual safety inspections under the HTA. All WastePro vehicles meet this requirement. Well-maintained vehicles aren’t just a legal obligation – they’re the reason our trucks show up on time, reach your job site without incident, and leave your property without incident.

5. Daily Pre-Trip Inspections Commercial vehicle operators in Ontario are required to complete daily pre-trip vehicle inspections before any trip. WastePro drivers conduct pre-trip inspections on every vehicle, every day of operation. It’s a compliance requirement – and also a direct reflection of how we run our business.

6. Load Securement Ontario’s load securement regulations require that all loads on commercial vehicles are properly secured to prevent movement, spillage, or loss of material during transport. Every WastePro load is secured in compliance with these requirements before leaving a job site.

What this means for commercial customers: WastePro’s fleet is registered, inspected, CVOR-certified, and operated by drivers who understand their obligations under Ontario’s commercial vehicle regulations. When you contract WastePro, you’re working with an operator whose compliance record is on file with the MTO – not a fly-by-night operation with an unregistered truck and no accountability.

What This Means for You as a Customer

You’re not inheriting our liability. When WastePro collects and disposes of your waste, we handle it responsibly and in compliance with provincial requirements. You don’t have to wonder whether your waste ended up somewhere it shouldn’t.

We’re a stable operation. Compliant businesses don’t disappear overnight. We carry the insurance, maintain the vehicles, work with the licensed facilities, and run the kind of operation that stays in business. We’ve been serving the West GTA for over a decade and we intend to be here for the next one.

We operate transparently. If you’re a commercial customer or property manager who needs documentation, insurance certificates, or confirmation of disposal facility details for your own compliance records, call us. We’re happy to provide what you need.

We refuse the wrong jobs. Not every bin request is a request we’ll accept. If a load contains hazardous material, or if something about a job creates a compliance risk, we’ll say so upfront rather than take the job and create a problem for you later.

Commercial customers, property managers, and institutional operators sometimes need more than a bin – they need a vendor they can account for.
